A relationship builder and strategic thinker, Courtney Edmonds serves as the Director of  Strategic Partnerships & Community Impact for WSSC Water, the 8th largest water and  wastewater utility in the United States. Courtney is an established and respected leader, known  for leading initiatives that foster strong cross-sector partnerships, expand workforce development  opportunities and deepen community engagement. Her work aligns public services with regional  goals to promote economic growth, strengthen local hiring and deliver measurable community  benefits.  

With nearly 20 years of experience, Courtney brings a background in public relations, strategic  planning, and policy development to her leadership approach. She has a proven track record of  designing and implementing programs that foster collaboration across government, business,  education, and nonprofit sectors to drive opportunity and resilience. Her efforts have supported  job creation, small business engagement, and customer-focused outreach that reflects a deep  commitment to long-term community impact. 

An Indianapolis native, Courtney earned her bachelor’s degree in Public Relations from Ball  State University and holds certifications as a Master Compliance Administrator and Certified  Professional in Supplier Diversity through Morgan State University and the Institute for Supply  Management. She serves on various industry workforce and affordability task forces and is the  Chair-Elect of the Prince George’s Chamber of Commerce Board of Directors.
